Road superintendent reports three more bridges are closed

Jewell County Commissioners met Monday with Commissioners Steve Greene, and Dwight Frost present. Carla Waugh, county clerk, was also present.

The commissioners conducted office head meeting with Jim Vaughan, solid waste director, Gail Bartley, noxious weed director, Chris Petet, custodian, Brenda Eakins, treasurer, Chuck Latham, county appraiser, Joel Elkins, general superintendent, Anna Standley, register of deeds; Don Snyder, emergency preparedness director, and Angela Murray, health nurse.

Jim Vaughan said the state inspector checked the transfer station and the landfill and both passed 100 percent. He will make changes to his operational plan. Another state inspector was here to inspect the burn pit and it passed.

Chuck Latham said he expects four to five payment under protest hearings. He is 90 percent complete with residential final review with two townships left. He will then start on the commercial analysis and final review.

Gail Bartley reported he has been working on year end book work. He has started on the annual report for February.

Joel Elkins said the road department has been rocking roads and putting in tubes.

Anna Standley said she expects to be busy with year end documents that are usually recorded.

Don Snyder said he has a lot of training in January. He also has some maps to update for the state.

Angela Murray said she has been busy with home visits.

Carla Waugh said her office has been busy distributing handbooks and working on year end reports.

Brenda Eakins said they have been collecting taxes and working on year end.

Frost said he attended the LEPC and hospital board meetings.

Steve Greene said he attended the juvenile detention center and planning commission meetings. He reminded the departments to return their RSVP's for the Christmas dinner on Jan. 12. This Concluded office head meeting.

Commissioners were in executive session to discuss non-elected personnel with Jim Vaughan and Carla Waugh present. No action taken.

Commissioners approved KCAMP 2014premium invoice of $65,541. This is an increase of $1,354 from the 2013 premium.

Also approved was the KWORCC 2014 premium invoice of $60,865. The commissioners noted the cost has gone down $8,128 because of the county's good loss ratio record.

Commissioners approved the unused money in the 2013 Jewell County Ambulance Budget be transferred into the 2014 Jewell County Ambulance Capital Outlay Fund, with the exact amount to be determined at a later date.

Commissioners approved the unused money in the 2013 Jewell County Noxious Weed Budget be transferred into the 2014 Jewell County Noxious Weed Capital Outlay Fund, with the exact amount to be determined at a later date.

Commissioners approved that the unused money in the 2013 Jewell County Public Health Budget be transferred into the 2014 Jewell County Public Health Capital Outlay Fund, with the exact amount to be determined at a later date.

Commissioners approved that the unused money in the 2013 Jewell County Road and Bridge Budget be transferred to the 2014 Special Equipment Fund with the exact amount to be determined at a later date.

Carla Waugh reviewed a quote of $8,498.00 to purchase two Aurora Times 2 filing units from Navrat's Office Products to be purchased from the Election Fund.

Krista Ruthstrom, Jewell County Hospital financial officer and Shannon Meier, Jewell County Hospital board member, reviewed the 2014 Jewell County Hospital budget with the county commissioners and Darrell Miller, county attorney.

Shannon Meier, ambulance director, reviewed the pay scale and said that the position of AEMT needed to be added. Commissioners approved the amended employment rules and regulations for the ambulance department.

Darrell Miller, county attorney, reviewed a resolution and security plan that he prepared for the courtroom and court offices. Commissioners approved to pass resolution 13-11 pertaining to an exemption for the courtroom and court offices.

Elkins reported on maintenance projects and said three more bridges had been closed. The Commissioners reported road concerns.
