Costs go up for Portola water plant

The Board of Supervisors, sitting as the Plumas County Flood Control and Water Conservation District Board, approved a fifth amendment to the district's contract with SPH Associates for the Lake Davis water treatment plant. District Manager Brian Morris said that some of the $34,500 in added cost would be used for inspection and oversight on construction of a pressure control facility.

The rest of the approved cost increase might not be spent but allows the district to use SPH for training employees on the operation of the plant.

Morris said that the district, city of Portola and California Department of Public Health were still working out the details of staffing the plant.

Morris said that the expense would come out of the pipeline contingency fund, which would still have $42,000 in it after this cost was factored in.

The SPH contract amount currently stands at $322,795, which doesn't include this new expense.

In a later phone interview Morris explained that the construction contingency fund for the project had more than $200,000 left, with only $23,000 spent so far.

He also noted that the pipeline and construction contingency funds were basically all in one big pot and could be moved around for various needs.

He added that the treatment plant expenses were still well within projections.

Morris also commented that the project should be on track for completion by mid-October at the earliest, when, it is hoped, the plant will begin sending water to Portola.
