Tekippe Engineering of West Union has been hired to update its 1999 Frankville water study for $1,400.

George Tekippe recently submitted the proposal to the Winneshiek County Board of Supervisors.

Officials recently learned Frankville is eligible for up to 75 percent in grant funds for a community water project, based on results of an income survey completed by 90 percent of residents in the unincorporated village.

The more grant funds awarded for the project the lower the user fees will be. The engineering study is needed to apply for grant funds.

Frankville residences are served by private wells and in the past some have tested positive for fecal coliform bacteria or nitrate contaminants.

It's the third time in the past two decades a community system has been pursued. If it goes forward, all residents likely would be required to be part of the community system and charged a monthly fee.

Tekippe said the update would include information on a centralized water system in the community with a central well, connecting to the Decorah or Postville water systems, or a cluster wells system that could utilize some existing wells.

"Those are the main three we see as options," he said.
