"No employees at the current time, " stated David Hall, former manager of the Bieber plant.

The Oakland, Calif, and Australian owners invested $10 million to keep the plant operational.

"It's internal, based on finances, " the manager said about the closing.

The banks were being cooperative with financing and Pacific Gas and Electric Company did everything that was requested, he said.

Unlike some biomass plants that receive PG&E funding upfront, the Big Valley plant had a "pay as you go" contract with the power company.

Hall said the plant might reopen in eight to ten
