Courtland Council considers liquor policy

Sunday morning liquor licenses were the main topic of discussion at the Courtland City Council meeting last week Thursday.

Darren Marquardt, co-owner of the Crow Bar, addressed the council concerning a Sunday morning liquor license. The Crow Bar's current license allows it to begin serving alcohol at noon but, with breakfast starting at 9:00 a.m., the Crow Bar is looking to open a bloody mary bar a few hours earlier.

State regulations set noon as the default start time for serving intoxicating beverages, but allow cities discretion on setting hours as early as 10:00 a.m., by ordinance.

Council members relayed the appropriate information to Marquardt, but decided to take no further action unless prompted. Should Marquardt choose to pursue the matter, he can plead his case at the July council meeting.

The council next discussed the location of the future park at the corner of Red Shoe Drive. A request had been made to rezone the land for residential use, but the city determined there isn't enough land for a residential zone. It was also noted that, with the city's comprehensive plan for the land, a house would not fit. There are also other issues, among them a storm sewer that runs through the middle of the property.

Plans for a new maintenance shed are on hold until the city is more confident about its financial situation. The building is priced and sized, but the council is waiting to see what the money situation is like in fall.

The city addressed a complaint concerning the lack of sidewalk along Main Street, up to Red Shoe Drive. The city will contact the state to consider options for putting in sidewalk.

The council decided to place two "no overnight truck parking" signs by the elevator, with the elevator's permission. The decision followed a complaint by a citizen that running trucks parked overnight were very loud.

The city renewed the liquor licenses for Swany's Pub and the Crow Bar.

The next council meeting is Thursday, July 1, at 7:00 p.m.
