Solid Waste District board elects officers, needs bylaws

The Big Horn County Solid Waste District board of trustees met for a regular meeting Nov. 17 in Basin and elected officers for 2010.

Ron McArthur of Cowley was elected chairman to replace Robert Kampbell of Basin. Kampbell served two three-year terms and was eligible to serve up to two more terms but did not apply for reappointment at the end of October.

ElRay Bridges, also of Cowley, was selected to serve as vice-chairman. Jim Morris of Basin, who is currently serving his second term, is the designated secretary/treasurer.

Also on the solid waste district meeting agenda: The board scheduled a work session to review draft bylaws first introduced about two years ago. The by-laws will be considered for adoption at the January meeting as the board will not meet in December.

The board considered a quote on a new John Deere loader in the amount of $225,000. The loader in use at the South Big Horn County Landfill is wearing out and will need to be replaced in the near future, Morris said.

Howard Johnson of In-berg-Miller Engineers of Riverton provided an update on the status of Department of Environmental Quality permit applications. The DEQ approved a permit valid for the next eight years for the Lovell landfill with only minor changes from the previous permit.

The board requested an extension for filing the application for operations at the Greybull landfill. DEQ is expected to issue a ruling this month on whether or not the south landfill is required to be lined. Once DEQ makes the determination the information will be included in the application process. The application, when submitted, will include a new revision to allow for composting processes.

Morris said the permitting process is very costly. The board approved a budget of $125,000 for landfill permitting for this fiscal year, according to an Inberg-Miller representative.

The board discussed the recent free day at the north landfill site specifically for yard waste.

The county landfills will be closed for the Thanksgiving holiday beginning Thursday, Nov. 25, and will re-open for normal hours on Monday, Nov. 30. In December the landfills will be closed on Christmas day and Saturday, Dec. 26.

A possible rate increase was tabled for future discussion.
