Considering levy this fall

The Coulee Area Park and Recreation District Monday passed a supplementary budget and accepted a grant for $10,000 from the Northwest Area Foundation's Horizons Grand Coulee Project.

The money is to be used to further the Horizons goal of seeking a community center, a goal which dovetails with the park district's original reason for being created by voters in 2004: building a swimming pool.

To pursue the goal, the district will pay for the writing of a required comprehensive plan and to research a business plan for a community wellness center, which so far has been based on assumptions.

District commissioners, who tried to spur support for the recently abandoned North Dam Park, are investigating the possibility of a seeking a small levy this fall that could fund operations.

Currently the district has little money, and had no plans to spend what it has, under $300. Its post office box has been paid for by one of the commissioners until the Okanogan County treasurer releases funds from its account, which totals under $300. Funds could not be released until a budget was passed.

Commissioner Phil Hansen said a Grant County official estimated that a levy of just 10 cents per $1,000 of assessed valuation would net the district about $18,000 from Grant County territory alone. The district also includes portions of Lincoln, Okanogan and Douglas counties, with its boundaries including the lands encompassed by the local school district, plus the hospital district.
