Livestock Indemnity Program Continues in 2010

Livestock producers are encouraged to maintain inventory and death records for the Livestock Indemnity Program (LIP), says Aaron Krauter, State Executive Director for North Dakota Farm Service Agency. The LIP program will continue through September 30, 2011, according to Krauter.

The Livestock Indemnity Program compensates owners for livestock deaths in excess of normal mortality that are due to adverse weather events.

Producers who have livestock losses in 2010 must file the Notice of Loss within 30 days of the loss being apparent. The notice of loss may be completed by telephone, in person, by email or fax. The notice of loss is simply a report to FSA that the livestock producer lost livestock due to an identified adverse weather event that occurred on a specific date. The number and type of livestock that perished will be provided later during the application process.

Producers that filed timely notices of loss for 2010 may complete the LIP application anytime during the calendar year and no later than January 30, 2011.

Applicants must provide proof of the livestock deaths. The proof may include verifiable documentation such as veterinary records, bank or other loan documents or production records. Other reliable records such as pictures with imprinted dates and contemporaneous records such as calving books may be accepted.

If these types of records are not available, a certification from a third party may be accepted. The certification may be provided by anyone who is not affiliated with the operation or related to the owner and has specific knowledge of the deaths.

The applicant must also provide inventory records if the proof of death is by third party certification or reliable records. Inventory records could include vaccination records, balance sheets, loan records, sales and purchase receipts or private insurance documents.

$11 million dollars have currently been paid out to North Dakota livestock owners who had losses in 2008 and 2009. Krauter said, the payment rates for 2010 are slightly lower for beef cattle. The rate for calves that are less than 400 pounds is $302.58. The rate for adult beef cows is $631.41.
